Build out the CF definition for a shared cache that can be used by the new dmsp_backend_prototype app can use.

If this seems like a good route to take, we will need to:

[x] Update the dmsp_backend_prototype config to use the cache
[x] Update the dmsp_backend_prototype docker-compose file to host a local Redis cache
