Build the necessary components to allow an admin to manage their Users.

The organizational admin will need to be able to:

Disable/Enable accounts
Update user info (need to define what info is updatable)
Elevate/Reduce the user's role to/from organizational admin

The super admin will need to be able to:

Disable/Enable accounts
Update user info (need to define if there is any info they cannot update)
Elevate/Reduce the user's role
Archive the user's account
