Move Johns Hopkins to maintenance status

Johns Hopkins is canceling their EZID service. We need to move their account (jhudms) into maintenance mode. They currently have close to 2.5 million ARKs and they are deciding what to do with them. In the meantime, we will keep them in maintenance status.

Total number of ARKs: 2,423,571

To do:

• [x] Unhook shoulder ark:/87281/t2 (Johns Hopkins University Data Archive) from user jhudms (Maria)

• [x] Temporarily deactivate user login (Rushiraj)

• [x] Move user jhudms to group cdl_nonpaying (Rushiraj)

• [x] Move ARKs associated with user jhudms to group cdl_nonpaying (Rushiraj)

• [x] Delete group jhudms (Rushiraj)

• [x] Restore user login (Rushiraj)

• [x] Deactivate shoulder (Maria)
