resolver: Update resolution URLs for existing identifiers #304

The URLs for resolving identifiers and getting metadata about identifiers minted by EZID will change from N2T to EZID.

All URLs used for those purposes will need to change.

It may be desirable for resolution requests for non-ezid ARKs to be passed on to N2T for resolution. Such functionality would need to check request headers to ensure the request was not already forwarded from N2T to limit circular reference.

This issue is addressed by the infrastructure in a way that avoids the need to update existing urls
