Can we remove berkeley db from the dev requirements.txt ? #534

I believe this can be removed, right? I thought Maria said that it was no longer necessary.

I'm still trying to get things set up so couldn't verify on my machin, but I assume one of you will know and can accept this PR if it's ok. (Otherwise you can reject it.)

@sfisher Hi Scott, We still have some to be decommissioned scripts rely on Berkeley db. The scripts are listed in two issue tickets: Decommission BDB operational commands](https://github.com/CDLUC3/ezid/issues/473), Decommission BDB minter modules(https://github.com/CDLUC3/ezid/issues/525). How about we remove all BDB components at the same time.

I think this is taken care of by Jing's removal of BDB.
