583 upgrade django #613

Upgrade Django from 3.2.7 to 4.2.11:

replace deprecated index_together() with Index()
create migration file to reflect index name change
replace deprecated ugettext() with gettext()
replace deprecated is_safe_url() with url_has_allowed_host_and_scheme()
add trusted origins for unsafe requests to variable CSRF_TRUSTED_ORIGINS
replace deprecated django.utils.http.urlquote() with urllib.parse.quote()

@sfisher Thank you Scott for testing Django upgrade. The migrations have already been applied to the EZID DB database, so there is no need to run migrations again. It would be helpful if you can navigate through the UI. Thank you
