[RESEARCH] Investigate DOIs that Failed to Register During 2024-08-20/21 Crossref Outage #712

Describe the current state/issue Crossref had a scheduled outage that occurred between 2024-08-20T20:00:00Z and 2024-08-21T23:00:00Z, during which time all DOI registrations failed. We should identify any DOIs that failed to register during this period to ensure they are properly processed.

Describe the desired state/solution

  1. Identify all Crossref DOI registration attempts that failed during the outage period.
  2. Create a list of these failed registrations, including:
    • DOI
    • Timestamp of the failed registration attempt
    • Error message
  3. Re-register any DOIs that failed to process during the outage
