563 remove n2t binder queue related

@sfisher This is to remove n2t binder related code from EZID:

• removed binder related configurations
• stopped putting requests to the binder queue
• removed the proc-binder.py script which was used to manage requests in the binder queue
• removed binder from diagnostic tools
• removed n2t/binder utility library impl.noid_egg
• removed duplicated EZID client tool (kept tests/util/ezid_client.py)
  • renamed misleading variables
  • provided a script to test the EZID client tool
