[Minio] Primary node transition for Private collections #149

Once all extant Merritt object data has been replicated to Minio, the primary node of private collections must be switched from OpenStack/Swift to Minio.

Per discussion with @dloy , @elopatin-uc3 will transfer gdoc contents to confluence once David is finished documenting procedures/notes.
