UC3 AWS: migrate from default uc3 s3 buckets used by admin tool

is cloudfront needed?

- Could a cloudfront deployment simplify download of these assets?
- most assets should be restricted to Merritt apps
- merritt-reports could be interesting to make accessible to depositors with Cognito authentication
