Overview of Release

ETDs v1 - Make campus CSV report sql queries consistent to avoid unnecessarily large notification attachments
Alter multiple campus report queries in sqlstatements.py
This is purposed to resolve the recent issue where MARC records and reports cannot be delivered due to email attachment size exceeding fixed limits. See #2074

NB: Also includes fix for regex issue related in revised order of Local IDs: #2079
