Investigate Callback format default descrepancy #2098

The eSchol team's Merritt plugin which parses callback payload data expects JSON. However it is now being sent XML instead. The first occurrence of this was noted on Oct. 29. They have attempted to set responseForm to JSON on submission to see if this has any effect, however XML was still sent in the callback. That said, submission and callback parameters are separate. A current method for controlling callback response format is available in collection profiles. However it is not set in the collection profiles in question.

Interestingly, other callback users are receiving JSON by default, rather than XML.

Per Mark's investigation, use of notificationFormat parameter is required
