Reporting and billing discussion notes

Summary

On Friday, May 1, 2020, John, Marisa, Terry and Eric talked about a range of topics surrounding reporting, billing, and associated features in (or connected to) Merritt. This ticket records notes about the discussion, and can be used to spin off additional work/tickets.

Billing

• Enable grant-funded pre-payment of storage for future years
  • Billing lines must be reference-able within a UCOP accounting system
  • At what granularity? FY, Quarter, Month?
  • We presumed this would be done at a collection level vs item by item
• Consider porting billing scripts to Python for maintainability
• Consider moving file-based nightly entries to inventory database
• Billing scripts
  • New recharge rate to be implemented
  • "Exempt" content functionality needs to be removed
  • Allowances need to be made for 10TB allocation per campus, and earmarking grant-funded collections per pre-payment
  • Finance does not currently have granularity in their tools to put funds into multiple buckets. At this time, regardless of where funding for preservation comes from, those received per recharge are recorded in a single bucket/account.

Reporting

• Provide a mechanism to roll up billing reports at a campus level
  • If a campus has multiple owners, roll those into one item
  • If Tableau is used, it could be the point of aggregation.
• Explore the Dryad dashboard for inspiration

Misc

• Consolidate all collections to one storage configuration
  • Or to a Merritt Config and a Dryad Config
  • Deprecate the notion of a "public collection"
  • Campuses sometimes forget about their own "exempt" content
  • Prior to end of time period supported by grant fund (for storage) our CoreTrust seal certification notes that content should be handed back to submitter. Realistically, this is a more complex decision, which would benefit from an advance notification from CDL to the submitter.
