[Dryad] Decommission OAI-PMH server? #89

It sounds like Dryad may soon not need OAI-PMH, just some simpler way to know whether a deposit has gone through

this is still needed by Dryad to verify state so we won't be decommissioning this. (Marisa Strong - Jan 29, 2019)

If @scottfisher1 eventually replaces the harvester with some kind of polling, we can decommission it then. It might be good to encourage the Dryad team to do that before the Linux2 migration. (David Moles - Jan 30, 2019)
