Make Welsh as the default language #2

We are missing 2 pieces here:

1) We are also going to need the content in the Welsh language. My idea is to ask the community for help with this.

2) We need to put in some bits in code and some bits in the UI that lets users choose between Welsh and English.

As discussed Ali, I would suggest that this is not a simple matter of making Welsh the default language. It would be useful to detect the default language of the system (or browser?) being used to access the knowledge hub and default accordingly.

I would suggest we start a separate issue to design, test, and implement a language detection pattern. I'll do that and then refer to it here.
