Define the language 'policy' #22

KH Language Policy(?)

We aim to build a Knowledge Hub Welsh by default or Welsh first. But we need to understand what that exactly means, among many other questions:

what means to be Welsh by default? How does it affect content (from writing to publishing), conversations, site navigation?
what do we need to be Welsh by default? What skills and tools are missing now?
do we need a language "policy" or a working statement? Or what?
should we be following the Welsh Standards and Policy?
