Darken link color #339

Related to #335

Links that are rgb(53, 127, 160) / #357fa0 don't quite meet WCAG AA requirements.

I'd suggest darkening the link color site-wide to be rgb(50, 118, 149) / #327695, which is contrast compliant on both the white background AND the rgb(245, 245, 245) light gray box background

Darkened to match $brand-success (#2E6D8A). It's a subtle change but it does make things noticeably more readable, in addition to meeting WCAG AA requirements for color contrast.
