Create sandbox api #74

cdrhdev.unl.edu/api/sandbox or similar

would be available for people to test documents / new fields / replace schemas / whatever, and it would be expected that anything in that particular index might be destroyed or mangled at any time. Encouraged for much of this work to be done locally where possible.

Would this help with designing the enhancements for Habeas? probably don't need it, though
