Make page numbers display for published works...? #194

Matt suggested that we make the page numbers (formeworks) display for the published works, because it's hard to cite a specific page. That seems fine with me (Kevin) but we should probably talk about it with the other directors first. It will also cause the running-heads (the page titles and/or title of the book) to appear on every page as well, but perhaps that's fine.

At the moment, formeworks are transcribed and encoded but just suppressed for the published works (which we did to ease readability)

I have made a change to display all formworks, we can suppress for individual sections as described in #171
