Theme updates for latest Open ONI #116

Work so far on theme updates for using the latest Open ONI.

Fixed things to work with Python 3 and removal of Sass handling within Django.

Fixed #56 and related a11y and UX concerns we've had for a long while.

To do: Add a changelog (and PR template?) and version releases on main branch
