If existing systems are allowed, does the State expect to invest more in the user-API of the Track & Trace system, or the user experience for direct access?

The state is looking for a platform that meets the needs of its users. As such, any track and trace system will need to have a well designed user interface, a secure and robust REST API, and the ability for users to upload data in common file formats (e.g., csv and xlsx). It is premature at this point to know which data entry method will require more investment.
