Add Age Band groupings to as_age_groups() #46

The set groupings having been set. Need to include ons_smoking groupings from https://www.ons.gov.uk/peoplepopulationandcommunity/healthandsocialcare/drugusealcoholandsmoking/datasets/adultsmokinghabitsingreatbritain:

16-24 | 25-34 | 35-49 | 50-59 | 60 and over | All aged 16 and over
