Add nottshc theme #5

This is just the theme that we quickly knocked together in the nottshc_plotting_hack repo.

Needs lots more work to it but I think it would be good if people could start:

ggplot() + nottshcMethods::theme_nottshc()

So we can get some information about what it's like to use
