Update Travis to test with Latest versions of Modopt and PySAP #40

With PR #38 , Travis tests with github master versions of codes for Modopt and pySAP. It would help to also test with the official releases, to ensure that we identify dependency issues for users.

Noting here that this has a dependency on Pysap to export the sparse2d binaries

I think we moved to github actions and with plans of using develop branch, this can be closed.
