File 033 Free and Reduced Priced Lunch needs an option to report only Free and Reduced, only Direct Cert, or both #565

The File Specs for 033 collect both Free and Reduced and Direct Cert counts, but also have the option to report one or the other.

Are both DGs required? No. States are required to submit either DG565 (Free and reduced-price lunch) or DG813 (direct certification) data for operational schools with membership (FS 052) greater than zero and with NSLP Status that is not “No.”

When creating the file it included zero counts for Direct Cert as Kansas is trying to report on Free and Reduced, and there wasn't an option to exclude the Direct Cert rows. This should be an option on the Toggle screen.
