The Common Education Data Standards (CEDS) are an education data management initiative whose purpose is to streamline the understanding of data within and across P-20W institutions and sectors. CEDS includes a common vocabulary complete with standard elements names, definitions, and option sets. This repository contains all the CEDS elements, definitions, option sets and their definitions, and entities and definitions. Its purpose is to expand that vocabulary to meet the needs of every education stakeholder. The expanded vocabulary is then added to the CEDS Integration Data Store and CEDS Data Warehouse – the other two repositories located here.

Use Case Title Provide a concise description that defines the use case. Add a method to show the outcome of the initial IEP determining if the student is eligible or ineligible for special education programs and services

Use Case Description List the proposed element name(s), definition(s), and/or option set(s). Add new CEDS element called Evaluation Outcome located within K12 -> K12 Student -> Individualized Program -> Eligibility -> EvaluationAdd 1- Student Found Elg. 2-Student found not elg. 3- Student found elg., Svcs. refused

Use Case Background Provide information related to why these changes/additions are needed. There is no option in CEDS at present to track "Student was found eligible, services refused." NOTES: Recommend new CEDS element called Evaluation Outcome located within K12 -> K12 Student -> Individualized Program -> Eligibility -> Evaluation. If eligible for services (CEPI option 1), then use Evaluation Outcome: eligible for services and Authorization Indicator (yes). If option 2 in CEPI -Evaluation Outcome: eligible for services and Authorization Indicator (no). If option set 3 - New element Evaluation Outcome set to not eligible. Request CEDS move the Authorization Folder elements into the Evaluation folder. Also recommend Auth. Accept. Indicator and Auth. Type. added in that folder as well. 4/202/2022- this will go to the OSC for feedback and consideration. The OSC may offer alternative solutions to the CEPI proposal which will be acceptable because CEPI is a stakeholder in the OSC.

The fact of eligible or not is already documentaed in K12 -> K12 Student -> Individualized Program -> Eligibility -> Determination. Adding a second element documenting an eligibility determination is an error.

Further, special needs comes in several sizes. This strategy does not provide a way to identify what is being refused. That means that errors in determination would be hidden, eg, if a student was evaluated for IDEA but should have been 504, there would be no way to know what was rejected.

The fact of eligible or not is already documentaed in K12 -> K12 Student -> Individualized Program -> Eligibility -> Determination. Adding a second element documenting an eligibility determination is an error.

The determination that an eligible student's plan is being refused also already has a place in the data model, ie

K12 -> K12 Student -> Individualized Program -> Authorization

The strategy proposed has the further drawback of failing to document the person who decided to refuse services which is correctly included in the current data model.
