The Common Education Data Standards (CEDS) are an education data management initiative whose purpose is to streamline the understanding of data within and across P-20W institutions and sectors. CEDS includes a common vocabulary complete with standard elements names, definitions, and option sets. This repository contains all the CEDS elements, definitions, option sets and their definitions, and entities and definitions. Its purpose is to expand that vocabulary to meet the needs of every education stakeholder. The expanded vocabulary is then added to the CEDS Integration Data Store and CEDS Data Warehouse – the other two repositories located here.

List the proposed element name(s), definition(s), and/or option set(s).
Family Risk Factors
Option Set
Death in the immediate family (e.g., death of a spouse/domestic partner, child)
Eligible for the Temporary Assistance for Needy Families (TANF) or Supplemental Nutrition Assistance Program (SNAP)
English is not the primary language spoken in the home
Incarcerated parent/guardian (incarcerated in federal or state prison or local jail or was released from incarceration within the past year)
Low maternal/primary caregiver education (less than high school graduation at the time of focus child’s birth)
Military deployment (parent/guardian is currently deployed or is within 2 years of returning from a deployment as an active duty member of the armed forces; deployment is defined as any current or past event or activity that relates to duty in the armed forces that involves an operation, location, command or duty that is different from his/her normal duty assignment)
Recent immigrant or refugee family (one or both parents/guardians are foreign-born and entered the country within the past 5 years)
Mother/primary caregiver at or under the age of 20 (at the time of focus child’s birth)
Transient/numerous family relocations and/or homeless
Mental illness that impacts parenting
Substance abuse (alcohol or other drugs)

Use Case Background
The Early Childhood Committee proposed the creation of element, Family Risk Factors. This element would help states and agencies that currently collect this information in Early Childhood settings. Many EL stakeholders currently collect this information as Risk Factors and/or social emotional factors. The committee members shared a list of child/family risk factors they currently collect. An additional element, Child Risk Factors, will be proposed.
