The Common Education Data Standards (CEDS) are an education data management initiative whose purpose is to streamline the understanding of data within and across P-20W institutions and sectors. CEDS includes a common vocabulary complete with standard elements names, definitions, and option sets. This repository contains all the CEDS elements, definitions, option sets and their definitions, and entities and definitions. Its purpose is to expand that vocabulary to meet the needs of every education stakeholder. The expanded vocabulary is then added to the CEDS Integration Data Store and CEDS Data Warehouse – the other two repositories located here.

Use Case Title Add Existing CEDS Element “Primary Learning Device Away From School” to Workforce Program Participant > Digital Access

Use Case Description Primary Learning Device Away From School – 001931 - https://ceds.ed.gov/element/001931

Use Case Background The Workforce Workgroup proposes the addition of the “Primary Learning Device Away From School” data element to the Workforce domain (Workforce | Workforce Program Participant | Digital Access). This should be defined as “The type of device the student uses most often to complete learning activities away from school.” Option set should be the same as https://ceds.ed.gov/element/001931. Usage Note should read: When asking for this information on a survey, the question could be phrased like this: " When asking for this information on a survey, the question could be phrased like this: "What device does the individual most often use to complete learning activities away from school? " “ We need to know this information because many Workforce Program activities (such as job search and application, skills training, activity verification) are often done on an electronic device. A participant who does not have an adequate device in their primary residence to complete these activities may have additional challenges meeting program requirements or attaining family sustaining employment, may require additional case management services or accommodations, may qualify for additional program supports, and may have different program requirements and outcomes. Case managers will need to know if a participant is able to securely perform activities from their primary residence when they are assigned or will need additional supports. Knowing their device type will allow case managers to appropriately assign activities.
