The Common Education Data Standards (CEDS) are an education data management initiative whose purpose is to streamline the understanding of data within and across P-20W institutions and sectors. CEDS includes a common vocabulary complete with standard elements names, definitions, and option sets. This repository contains all the CEDS elements, definitions, option sets and their definitions, and entities and definitions. Its purpose is to expand that vocabulary to meet the needs of every education stakeholder. The expanded vocabulary is then added to the CEDS Integration Data Store and CEDS Data Warehouse – the other two repositories located here.

Add three new options to 000934 LearnerActionType #778

Our group at A4L found that the 000934 LearnerActionTypes were very useful in passing around status information for assignment-level scores; that is, outcome information related to teacher-required work that goes in the grade book. A typical example is "grade passback" from an LMS to the grade book component of an SIS, where the teacher assigns a numeric or letter grade in the LMS and the SIS uses that in calculating an overall course grade.

Sometimes, a student doesn't complete an assignment before the grades are sent from the LMS to the SIS. This can result in a zero being recorded and calculated into the student's grade when that's not the teacher's intent. In developing the latest changes to the grade pass back features of the SIF specification, we at A4L wanted to be able to record a score as not present (rather than 0) and give a reason. We found that the LearnerActionType options were perfect for covering most reasons, but teacher feedback let us know that we also needed terms for Excused, Late, and Unexcused.

Right now the SIF specification (NA 4.3 "Unity") refers to available values as those three plus any value from CEDS 000934. We think, however, that our additional values would be useful in a CEDS context; most likely for assignment level work of course but sometimes even for assessment items, depending on the test itself. It's entirely possible that an untaken assessment or item might be regarded as Excused, Late or Unexcused depending on a school's policies.

So, to give CEDS broader coverage and to keep our two specifications in alignment, on behalf of A4L I propose that these three value option be added to CEDS 000934 in the next release. This would in turn allow A4L to refine its definition to just CEDS 000934 in a future release of SIF.
