The Common Education Data Standards (CEDS) are an education data management initiative whose purpose is to streamline the understanding of data within and across P-20W institutions and sectors. CEDS includes a common vocabulary complete with standard elements names, definitions, and option sets. This repository contains all the CEDS elements, definitions, option sets and their definitions, and entities and definitions. Its purpose is to expand that vocabulary to meet the needs of every education stakeholder. The expanded vocabulary is then added to the CEDS Integration Data Store and CEDS Data Warehouse – the other two repositories located here.

Use Case Title Change existing CEDS element Progress Achieving English Language Proficiency Indicator Type to English Language Proficiency Status

Use Case Description Existing element name: Progress Achieving English Language Proficiency Indicator Type Existing element definition: The category used to report the school's performance on the progress of achieving the English language proficiency indicator. Existing element option set: STTDEF, TOOFEW, NOSTUDENTS

Proposed change to the element name: English Language Proficiency Status Proposed change to the element definition: The category used to report the school's statuses for progress in achieving English language proficiency. Option set - no change proposed (STTDEF, TOOFEW, NOSTUDENTS)

Use Case Background EDFacts File Specification 205, Section 2.4, school year 2023, introduced a new category called "Indicator Type (ELP)" and its name is very similar to the existing CEDS element "Progress Achieving English Language Proficiency Indicator Type" but the options are different. Additionally, the existing CEDS element is capturing the status for achieving progress and is not really an indicator. Per File Spec 205, "... For each indicator measure, a State reports the progress in achieving English language proficiency status. For each category set reported, a State reports, for each school, one of the permitted values for Statuses for progress in achieving English language proficiency. These four permitted values are: State-defined status, Too few students, No students in the subgroup, and Missing."
