The Common Education Data Standards (CEDS) are an education data management initiative whose purpose is to streamline the understanding of data within and across P-20W institutions and sectors. CEDS includes a common vocabulary complete with standard elements names, definitions, and option sets. This repository contains all the CEDS elements, definitions, option sets and their definitions, and entities and definitions. Its purpose is to expand that vocabulary to meet the needs of every education stakeholder. The expanded vocabulary is then added to the CEDS Integration Data Store and CEDS Data Warehouse – the other two repositories located here.

Use Case Title
Add new element “Neglected or Delinquent Program Enrollment Subpart” and change the definition of “Neglected or Delinquent Status.”
Use Case Description
New Element Name: Neglected or Delinquent Program Enrollment Subpart
New Element Definition: The subpart for the Title I, Part D program that served the student.
Option Set Values: 1, 2
Modify the element definition of "Neglected or Delinquent Status" so that it captures student participation at both the state and local levels.
Existing Element Definition: An indication that the student is participating in programs for neglected or delinquent students (N or D) under Title I, Part D, Subpart 1 (state agencies) of ESEA as amended.
Updated Element Definition: An indication that the student is participating in programs for neglected or delinquent students (N or D) under Title I, Part D, Subpart 1 (state agencies) or Subpart 2 (local agencies) of ESEA as amended.
Use Case Background
EDFacts FSs 218 (N or D in Program Outcomes – State Agency) and 220 (N or D Exit Outcomes – State Agency) require reporting for students in SEA level programs and FSs 219 (N or D in Program Outcomes – LEA) and 221 (N or D Exit Outcomes – LEA) require reporting for students in LEA level programs so we need a way to identify the level of the program the student was in.
