Temporalize NOX with heat input when CEM NOX is not available #25

When CEM heat input is available, but NOX is null for the season/year SMOKE currently sets NOX to 0. This change makes NOX behave like SO2 temporalization where the annual inventory value gets temporalized based on hourly heat input if the CEM sum value is null (less than 0).
