error in exception handling [JIRA CVRE-189] #190

the exception handling here: https://github.com/CENDARI/editorsnotes/blob/master/cendari/cendari_middleware.py#L157 throws itself an exception: Exception Type: NameError Exception Value: global name 'sys' is not defined
