[BUG/ISSUE 1.16.5] Lich tower will spawn very rarely when biomes mods are installed

Describe the bug

Structure bosses_of_mass_destruction:lich_tower seems to only generate in vanilla snowy biomes snowy. Some mods like byg or bop will add many new biomes, which make that biome generate more rarely and make the structure so. There should be a config(like black/white list) to control which biome can generate lich tower.

To reproduce

Steps to reproduce the behavior:

1. Install mod byg
2. Run command /locate bosses_of_mass_destruction:lich_tower.
3. The location may be very far, maybe 5000 or 10000 blocks.
4. Uninstall byg and run command again, the structure may much more near to 0 point.

Expected behavior

A config to control the generation of structures, contain the biomes and weight of them.
