Fix: send full public-key file to htsget #9

This is a fix for htsget-storage so that the client's public key would be sent as it is provided in the file (not just key-value itself).

Withdrawing this PR: about to rewrite the htsget+crypt4gh solution, so the changes here would come obsolete.
