Start serial-getty@ttySX.service on systemd based systems on refresh #9

After this package is installed on Ubuntu (I presume Debian is that same) I need to reboot to actually get the getty serial console up. If serial_console::refresh started the service then a reboot wouldn't be required. Does that sound reasonable?

I'm happy to do a PR.
