One thing pointed out by Frank

Record 925725:

$ mv cer-002593638.ps cer-002593638.ps.gz
$ gunzip cer-002593638.ps.gz
$ file cer-002593638.ps
cer-002593638.ps: PostScript document text conforming DSC level 2.0

The file seems to be compressed causing the pdf to be empty in the record
