Migrate content from the Confluence wiki to certcc.github.io/CERT-Guide-to-CVD

Additional context

We want to migrate off of that confluence instance
We want to have more transparency/traceability of changes to the guide
We want to encourage community engagement

We're currently working on an mkdocs & material implementation of the guide in a private repo. When it's ready, we'll merge it in a PR to close this issue out.
