Double backticks should include a space:

Reporters SHOULD NOT disclose any details of any extant `ORGANIZATION``SYSTEM SCOPE` ...

should be

2. See error

Expected behavior

This was a double-search-and-replace that went wonky, so it should just be two terms with single backticks to make them fixed width font.
