MAX_TASKS_PER_NODE and PES_PER_NODE compset dependent #397

Is there a way to set the defaults of MAX_TASKS_PER_NODE and PES_PER_NODE differently depending on compest? On yellowstone we would like MAX_TASKS_PER_NODE to default to 32 and PES_PER_NODE to default to 16 for some waccm compsets at 1-degrees rather than 30 and 15, respectively.

This change is on the exp branch and I think that Bill Sacks is bringing it to the trunk soon.
