Defines new grid combinations that include an active glc (CISM), along
with the necessary land-glc mapping files.
This allows you to run CISM with the following atm/lnd grids:
360x720 (hcru)
f45
f10
ne120
ne30
ne16
I have set this up so that you do not need to specify the CISM grid
explicitly in the grid alias. e.g., if you do a run with grid ne30_g16
with CISM, it will automatically be set up to use the 5km Greenland grid
(if using CISM1) or the 4km grid (if using CISM2).
Side note: This takes a lot of additional entries right now. In the
future it would be good to make things like this easier: see
ESMCI/cime#123

Test baseline: cesm1_5_alpha06d
