Update to GSWP3 data and check into inputdata #493

We are supposed to have an update to the GSWP3 forcing dataset "any day now" that will require a change to cime DATM to point to it in scripts. And the data will need to be added to inputdata.

I put this here by accident. So I'm closing this one. And created a new one in ESMCI.
