Lake flux calculations need science review #9

Summary of Issue:

Lake flux calculations seem to have changed significantly between clm4 and clm5. qmelt and qsnew are no longer in clm5. Calculations need careful review and updates for clm5.

Dummy values of 1.0 are being used for now.
