Remove 'NOTICE' logging verbosity #146

In order to get some more consistency between in the logging verbosities used by the various IPFIXcol components, I performed the following changes:

Removed 'NOTICE' logging verbosity
Changed MSG_NOTICE into MSG_INFO
Updated coding style conventions to include a note on logging verbosities
Improved code consistency between various IPFIXcol components in terms of how logging is implemented

A careful review of the performed changes is very welcome.
