Migrate to Hatchling for building Python package #47

This PR has a lot of changes

Hatchling for build system
setup.py -> pyproject.toml
Python: Added Ruff linting, mypy type checking, black style check
TS: Added ESLint for Typescript
Fixed mypy issues
Fixed eslint typescript issues
Updated GHA workflows
