Readme to markdown #24

This pull request addresses issue #23. This change doesn't need the same level of review as a code change, but it would be useful if someone could take a quick look at the result and give approval (@RobertPincus , @dustinswales , @klein21, please could one of you do that? ). I have read through the new Markdown file and it looks good. I tested the hyperlinks to COSP1/2 papers and BSD license. I like the level of guidance. I approve.
