Ah yes, the tooltip needs clarified. Currently the "2nd object" looks specifically for, and only works with Empty object types. This is by design, but perhaps not indicated clearly enough. Thanks for the report!

The tooltip says "Add a modifier with clipping, use 2nd selected object as Mirror center"
See image below. It still gets mirrored about the origin, not the other object. To recreate 1) Load Default Scene 2) Duplicate object and move to the left 3) Select offset object 4) Shift Select Second object 5) Go to Edit Mode 6) select entire mesh, Q--> Add Mirror Modifier
The result is a mirror about origin (not the first selected object). And you can see in the image below that the "Mirror object" field is empty. I'm assuming it's not the functionality that's broken, but probably a tooltip mistake?
