Should this actually implement anything? #1

Should this actually implement Handlers, Components and Utilities, or should this only be a specification of the protocol?

I've seen some Rack clones for PHP out there like Phack, Phunk or Soul. It would be a waste of effort if I reinvent the wheel here. Though I think it would be better if there would be a canonical implementation which could live in this repository.

I think a Linter class would be good to have here to assure that the individual compatible implementations implement the protocol correctly.

We are looking this repo in PHP meetup tokyo. This looks very very good.
