add ability to fit models against specified sub-band of input spectrum #13

the current fitburst does not allow for fitting to a specific fraction of the input dynamic spectrum. there may be cases where only fitting to a fraction of the band is worthwhile. we should add the ability to perform "sub-banded fits."
