• Move fitburst to solely use, pyproject.toml config
• Update dependencies for tests, chimefrb extras and docs.
• Add pre-commit config for automated code checks
• Add a Github Action to run pre-commit and pytest
• Add a Github Action to run automatically create a release

Once these actions are done, we can add fitburst as a dependency in chimefrb/baseband-analysis
